The Audit and Retro-Commissioning requirements will be due in groups of buildings beginning in 2013. As early as 2013, owners are required to do the following:
Ecological’s Energy Audit service provides compliance with the audit portion of Local Law 87 of the GGBP Legislation, while giving building owners and management the information and analysis needed to make informed decisions on capital improvement opportunities.
Ecological’s Level II Energy Audit of the building will focus on identifying retrofit opportunities that require capital investment but yield a substantial ROI (within 3-4 years). The deliverables from this audit will include a cost and savings analysis of all practical measures that meet the owner’s constraints and economic criteria, a discussion of any recommended changes to operation and maintenance procedures, a list of capital-intensive improvements that require more thorough data collection and engineering analysis, and a breakdown of the total annual energy use into end-use components.
Retro-Commissioning provides compliance with the retro-commissioning portion of Local Law 87 of the GGBP Legislation while analyzing and recalibrating building systems to return them to their original efficiency, yielding typically a 1 to 2 year payback.
Retro-Commissioning is the process of testing and recalibrating the base building systems to restore them to optimal performance. Ecological’s retro-rommissioning service conducts a study of the entire building, including a review of past utility bills and interviews with the building management. Following the preliminary study, diagnostic monitoring and functional tests of building systems will be executed and analyzed. This systematic and documented process yields the identification and implementation of many no-cost and low-cost energy saving improvements. A final report will be produced which contains the retro-commissioning plan, schedule, and identification of any complex problems discovered during the process that should be corrected; additionally, this report is used to document compliance with the retro-commissioning portion of NYC’s Greener, Greater Buildings Plan legislation.
