The District of Columbia Green Building Act (GBA), as amended by the Clean and Affordable Energy Act of 2008, requires owners of large buildings to benchmark their energy and water performance.
Note: Compliance for buildings 200,000+ SF has been updated. The DDOE is anticipating a reporting deadline at the end of January 2012
Benchmarking Due Date:
(April 1, 2012) Buildings over 150,000 SF of gross floor area;
(April 1, 2013) Buildings over 100,000 SF of gross floor area;
(April 1, 2014) Buildings over 50,000 SF of gross floor area
Note: The District Department of Environment (DDOE) has not set an exact effective date for the final rule, but anticipates publishing a final rule in mid-December. The DDOE is anticipating a reporting deadline at the end of January 2012.
Violations and Penalties: Building owners and nonresidential tenants who fail to comply with reporting requirements are subject to fines of $100 per day for each day of noncompliance. Owners will not be penalized for reporting partial benchmarking information, provided they comply with all partial benchmarking requirements.
Ecological’s Benchmarking Service provides compliance with the District of Columbia Green Building Act (GBA). Ecological implements a monitoring and benchmarking platform; and generates benchmarking reports. Can yield 2-5% energy savings.
Through our Benchmarking Services, Ecological will manage the benchmarking process to comply with the District of Columbia Green Building Act (GBA). All energy usage information will be uploaded into the Ecological Sustainability Manager (ESM) online software, which will benchmark all the buildings in Environmental Protection Agency’s (EPA) Energy Star program on a monthly basis. Ecological provides this service through a three year servicing contract.
The benchmarking process includes:
An account will be created in the Ecological Sustainability Manager, a secure, internet-based tool that benchmarks energy and water usage, tracks performance and reduction goals, and facilitates data analysis. The Client will determine who receives passwords as well as what level of access each user is granted. This tool enables users to maintain a thorough understanding of the progress being made in each building, understand performance across the portfolio, target specific building for analysis and improvement, and compare performance against peers in the market.
